Here's the supplier login link for Oracle and the user guide. Here is the link to the city's active solicitations. I can't view it from the supplier side, but I imagine there's a way to set up notifications.
This week has been nonstop and I'm just now getting the chance to catch up on some things. I left my notes at the office so I will follow up with the rest of what we discussed, connections, etc. early next week.
